Cookie dialog for EU users(?)

@bcspragu @gbdubs do you have any experience with EU-style cookie dialogs? I think we might be able to live without it. As long as we never want to use Google Analytics. As soon as we do, we have to give EU folks the option to customize what cookies we set. I'd hope there are frameworks or so for this?

There are a bunch of options here - what data do you want to collect is the first and most important question. Even if you want to use GA, Having an opt out for analytics is straightforward and takes very little to configure.

Honestly, I'm not sure that we'd want to collect anything because it would make our users nervous. It's almost more about a dialog that says "look, only functional cookies here!" With the option to opt-into GA to anonymously help us improve the structure and navigation.
