Add more output checks to PACTA EQ/CB

follows up on #326

The output files generated by the PACTA EQ/CB scripts should have checks that ensure minimum requirements to the content of said files are met.

E.g. it might not make sense to save output files with one NA row for a result. If this is checked and an appropriate message returned, we prevent such issues from popping up in only indirectly related places (see linked issue) and can investigate the source of the problem faster.

ToDo:

• define minimum requirements to each output
• add corresponding checks
• decide if it is a breaking condition or if it should pass with a warning
