Document RITlug project boards in Administration

Problem

We use our project board in order to manage our plethora of issues, but there is no documentation on the board itself.

Solution

Write a page under Administration about the project board and how it is used to organize our workflow.

I will work to complete this by Monday, October 1st. I will not be able to complete this before I am off-boarded from RITlug at the end of the fall 2018 semester.

For docs:

The Infrastructure project board is used by Infra/Projects to provide an overview of all relevant efforts. The primary focuses are on servers and the website, although anything techy which keeps RITlug and its projects running smoothly qualifies for inclusion. The primary repos feeding to this board are RITlug/infrastructure, RITlug/ritlug.github.io, and RITlug/tasks, but are not limited to these. This project board also keeps a list of ideas for potential infra-related projects that the club could benefit from.
