Brief summary

we need to update split-gpg documentation to reference using the newer policy files. took me some time to realize why /etc/qubes-rpc/policy/qubes.Gpg didn't exist when helping someone set up split-gpg.

Steps to reproduce

go through split-gpg guide: https://www.qubes-os.org/doc/split-gpg/

references: /etc/qubes-rpc/policy/qubes.Gpg

Expected behavior

split-gpg documentation is updated, works.

go through split-gpg guide: https://www.qubes-os.org/doc/split-gpg/

should reference /etc/qubes/policy.d/ and using Qubes Policy Editor instead. for instance with /etc/qubes/policy.d/50-config-splitgpg.policy
