Metrics page shows as being as wide as Cycle Times and Distributions sections

When the Cycle Times section is shown, the main page div shows as twice as wide with a scroll bar. Although the content for Distributions is far to the right, we shouldn't show the scroll bar for that. It should only come in when the Distributions header is clicked.
