Serial behavior undefined after closing and reopening the port

For some reason, the serial read function reports garbage after the stream is closed and reopened. This problem should not lie in the Arduino code as the incoming connection will restart the process. I'm not sure what is going on, and I don't care at the moment since it doesn't break MVP. However, it is something that should sit on the back burner for the moment.
