Add support for remote stims to GoogleVideoIntelligenceAPIExtractor

#282 added partial support for remote stims to avoid having to download contents locally before transformation. This is probably more important for video than for other modalities, so we should add support to the GoogleVideoIntelligenceAPIExtractor—currently the download and local re-encoding is probably slowing us down considerably. This looks like a pretty small fix.
