Feature Update: Server Monitor

This feature update should expand upon the existing server monitor component to include support for all three types of PowerDNS servers with respect to the ability to monitor server metrics and configuration.

Furthermore, this component should provide the ability to send control commands to each server instance based on currently supported control features of each server product.
