Problem

The transactions page doesn't bring enough attention to the "transactions-scoped settings" feature and some of the gotchas around them (#3804 (comment)).

Solution

Add a dedicated page for "transactions-scoped settings". Also rename to "transactional variables" because the other term is a mouthful.
