The newest version of SQLAlchemy seems to break benchbuild (or, to be more precise, one of its dependencies):

from sqlalchemy.databases import sqlite as sa_base
E ModuleNotFoundError: No module named 'sqlalchemy.databases'

See for example https://github.com/PolyJIT/benchbuild/actions/runs/4041374558/jobs/6947884309. Unfortunately, no fix for sqlalchemy-migrate seems to be available.
