Create documentation explaining local authority-level methodology, data workflows, and calibration processes, and show examples of how to use them.

Tasks:

Document dataset locations and structure
Write data cleaning process steps
Document calibration methodology
Create hex map examples for constituencies
Add example use cases of local authority features
