set output 0.0 for the states without state_agi - IL, IA, MN

IL should be il_base_income

IA would be ia_gross_income

MN is just adjusted_gross_income

@PavelMakarchuk for MN adjusted_gross_income is for federal right? so for MN {state}_agi it will set to 0.0?
