Conference not sending invite emails to not registered admins #109

When i add a new user to the conference admins it won't send an email to the user's email if the user is not already registered.

How to reproduce.

Create a conference or use an existing one.
Access the "Conference admins" module
Create a new admin with an email that is not already in the platform.
Check it has not send any email.

You can test that with existing users it does work, and that if the user is not created it does create it.
