Can't update to Python 3.8 due to pyyaml dependency #25

See wbond/package_control#1570. Until Package Control has 3.8 support, the pyyaml dependency in highlighter_compat.py keeps us on 3.3.

I think I saw that PC has 3.8 support now so the only thing blocking this is me taking the time to properly figure it out. And I suppose an actual reason to need to do it. I don't think there's any hurry.
