Remove Related Discussions as a feature flag in Org Settings

Related Discussions is listed in Org Settings as a toggle for Org Admins to turn on and off for their teams and users.

However, this toggle doesn't actually do anything: Related Discussions is currently available for all users. Additionally, the toggle to turn AI features off doesn't impact Related Discussions.

Let's remove Related Discussions as a feature flag.

We could also bring Related Discussions under "AI features" so that toggling that on or off will change whether users see Related Discussions.
