Description of Issue

I submitted issues on Lime3DS and Mandarine about this issue but figured I'd share the update here. I previously had all my games dumped in 3ds format (came from iOS nand is broken on folium at the time) so recently I redumped everything in cia format. I tested this on Citra and Lime3DS and the results are the same. Booting Mario Golf from HOME remedied any and all stuttering. I used to get major log errors with PICA issues but after doing this Lime3DS doesn't generate a log anymore otherwise I'd have shared one. When booting from the main menu of Citra or Lime the stutters are present, when booting via HOME, the issues are gone
