Add a way to highlight preprints that should be prioritized for publication

Related to #101

We have a question on the form that asks a reviewer if they recommend the preprint for peer review. We could find a way to rank preprints in the system for which the rapid reviews have the most yeses to that question or even ask a more specific question about prioritization for COVID-19 preprints content only?

From @dasaderi: The publishers would like this (prioritization) question but we said we were not going to change the questionnaire very much, so I guess we are not doing this. Also, this question is a bit tricky as it's relatively vague.
