Basic telemetry

We'd like some basic stats for decision making.

• language - what localisations should be prioritized
• location - broad geo, not your street address, eg australia or france
• platform - not everyone uses Windows, and sometimes we have to make choices
• feature use - does anyone actually use a given thing?

Some people get bent out of shape over being "spied on" so obviously there would be a setting to disable it, and this is an open source project so you can tell whether it's real.

We absolutely don't want personally identifiable information. Apart from anything else it carries a whole bunch of legal responsibility.
