Currently, bootstrap requires access to both the RHEL and RHEL-Opt repos
If the RHEL-Opt repo is unpopulated, the boostrap will fill it with the RPMs it needs. But if the RHEL repo doesn't exist, the bootstrap fails.
We should consider changing the bootstrap to create the RHEL repo if it doesn't exist and a path is provided.
