• Follow the system proxy
• Set a specific address proxy

On Windows 10, the proxy settings are available through Settings > Network > Proxy.

If you don't want to use the Windows proxy, you can still set a proxy via the "Manual proxy configuration" option in BandcampDownloader. Did you try this?
