Support dce leases end <lease-id>

Is your feature request related to a problem? Please describe.

Currently, dce leases end requires an account ID and PrincipalID. This is not in line with dce leases login, dce leases describe etc, which accept a lease ID.

Note that this may not be directly supported by the DCE API (Optum/dce#121) . But the CLI could work around this, by doing a GET /leases/<id> first. Or, we can just fix that issue in DCE 😉
