request to add Chlorophyta and Charophyta (or Streptophyta) as a taxonomic scope for name matching

This is a duplicate of OpenTreeOfLife/opentree#642 that I'm adding here, because this is the code base that determines which taxa can be used in searches (I think).

Please include @LouiseLewis in the issue tracker or make a note on that issue when we address this, so that Louise will get notified.
