Scripts to apply monophyly and inclusion checks to taxomachine services

There should be a convenient way to run the inclusion and monophyly tests (from germinator repo, taxa directory) against taxomachine. ('Monophyly' really just means 'presence'.)

I don't think this should be mixed up with the ws-tests; it should be a separate script or scripts.

I guess this is low priority since smasher already does these tests against the taxonomy, but they would give an additional level of reassurance around the taxomachine instance's ability to properly serve the taxonomy.
