See for example the 404 from clicks on files from https://tree.opentreeoflife.org/curator/study/view/ot_1882/?tab=files
This may be a phylesystem-api bug

After some discussion, we've realized we will often need manual intervention to retrieve many of these files. The download feature has been disabled on devtree and in the fix-outbount-links PR #1319.
