OpenCommunity proposed adding UPRN (unique property reference number). It was excluded from the initial Open Referral UK schema because of non-open licensing of UPRNs.

However this GeoCommisison blog and this GDS blog say that UPRNs will be open from July 2020.

I therefore propose we add them as optional but encourage their use.
