With the current implementation of the NETCFG_TYPE renderers, it's required that networking services are enabled for every NETCFG_TYPE while may not be used.

This causes issues, e.g. Fedora with enabled systemd-networkd timeouts systemd-networkd-wait-online if not used for any interface.

Preferably, network services should be (if possible) enabled on demand in the early stage of contextualization.
