El8/9 sometimes fails to contextualize network using NM (default).

Boot log shows contextualization reloads NetworkManager before it finishes the first start. It ends up having no network interface properly configured.

NM configuration is correctly generated but NM fails to start as when connecting via TTY and reloading NM fixes it.

we've possibly run into this issue with rocky 8 vms. usually, a hard reboot gets the networking going, but it would be good to know whether an upcoming context release will solve this problem.
