Revise home page outdated/repeated home page links

There are multiple links on the home page that are either dated, repeated, or lead to a deprecated guide. We should clean up these links to improve the UX.

The following updates are needed:

1. Some tiles next to "Deploy cloud-native Java microservices" need wording updates as shown below (note the spacing):

• OpenTracing -> Open Telemetry
• OpenAPI -> Open API
• Health Check -> Health

2. Change the href of the OpenTelemetry tile (formerly the OpenTracing tile) to instead be https://openliberty.io/guides/microprofile-telemetry-jaeger.html
3. Change the href of the "Read more" button under "Deploy cloud-native Java microservices" to instead be https://openliberty.io/docs/latest/cloud-native-microservices.html
4. Change the href of the "Read more" button under "Monitor microservices in the cloud" to instead be https://openliberty.io/docs/latest/introduction-monitoring-metrics.html
