One great app for the folks in a challenging situation is a resource directory. Let's build a simple resource directory experience that is not map-first (because the cell towers might be down). There are many example of resource directories online and they often have catagories and tags that can be searched as well as a main table of contents. Remember to use the telerik controls for the hack.
