I'd answer the question above like this:

• Finishing discussions/issues/topics from last meetings is a very suitable option.
• And the content of upcoming releases should be taken into account, if they're already described in a milestone.
• An indicator for a suitable dev meeting issues is the 'oeo dev meeting' tag, that some issues are labelled with.
• We agreed on discussing issues with more than 20 threads in the dev meetings. These should be tagged as such.
