Deviceから引っ張って実装してくる（現在は管理者1人だけ）

現状はadmin_usersを見ているけど、明らかにきもいので別に作るべきかな（複数テーブル作れたっけ　それかテーブル名変えてしまって、is_admin:booleanをつけるか）

づんがAPI関連はPublicUserモデルを作るので、そっちにmigrate等書いてもらえれば。
