No restart button for failed task in webUI

What is the problem?

There is no restart button in web interface for failed or completed task (windows version, release 2.1.9)

What should be the expected behavior?

Button should appear for any task that can be restarted.

How can we reproduce this? (What steps did you do to trigger the problem? Be detailed)

Currently I'm trying to figure out options for PoissonRecon (it keeps failing on windows), and it's really annoying that I have to restart process from dataset stage and wait about 40 min every time. Restart button with --rerun-from option really would help.
