If a player's primary title is k_keystone or k_allegheny but he has other titles, the the newly created k_commonwealth won't become the primary title. An unexpected other title becomes primary and the regular laws (obligations and council) are not preserved.

Suggested fix: add make_primary_title = yes to the effect of the decision, before the other titles are destroyed. Consider adding a requirement to the decision that either Keystone or Allegheny is the primary title.

Also, in the context of this decision, deactivating Keystone and Allegheny may make more sense than merely destroying them. Otherwise they immediately become available as titular kingdoms.
