Select Dynamic cascade missing change event

Select Dynamic cascade updates fields after DOM is ready and without triggering a change event, so Conditional State plugin is not working on first page load since it does not "sense" the updated field.
The request is to add a change event trigger when the value is updated so that other javascript can be informed.
