Add a selection button to select "program sensor provider" for DBCP. #184

Description of the desired feature

Some DBCP drifting buoys are supported by several programs. Standard case is GDP operating the buoys, other program operating/supporting a particular sensors.
Consequently, the field "VARIABLES PROGRAMS" has been created.

But at the moment there is no capacity to select platform from this field, and I suggest we create a button for this application.

Suggested solution

The button should sit in the "General" section on the select tool. Under the "program" field.
It should be named "Program Sensor provider".
Adding to that, "PROGRAM SENSOR PROVIDER" shoulb be an alias of "VARIABLES PROGRAMS".

Additional context

In addition, we should think of the "select/sorted by country" tools in general for those cases.
I assume, as an exemple, that UK program providing barometer on US drifting buoy would like to see their contribution to the DBCP when selecting "UK" anywhere in the website.

How do we do that ? I don't know yet and this probably deserve a side discussion as I anticipate it is more complexe than a selection button to add.
