Linking past observations with ptf registered with delay

We ingest GTS observation that do not match PTF in our system at the moment we collect the observation.
It happens that the PTF is registered later.

Is this mismatch between GTS observation and PTF registration appropriately managed in our system? We should review this for each networks. There are different cases :
Late PTF registration
Late PTF redeployment
PTF endind but data continue to fly on GTS ?

How to we manage those cases ? Do we manage it properly for each networks ?
