This is for discussion. The admin can add inspectors, assign lands to inspector, remove an inspector etc.

I think you should launch v1 of landver first and see how well it works for the users it's currently been designed for. Carry out usability tests and make all the necessary improvements on what's on ground now.

Then for v2, you can add this new user.

I don't think this should go in the first launch. Perhaps it should be something you introduce later as LandVer grows
