Add GitHub Action to automatically upload to the modpack

Currently we need to manually update the Tweaker in the modpack manually, but it would be great to create an action to do it for us.

• Update the Tweaker automatically
• Make it only work for the master branch
• [If possible] Make it not create a new commit each time (ammend it to the previous one)
