Improvements, Bugfixes and Plans in and for TAS 1.0.0

• Added OmniSR
• Rife 4.6
• Added proper Rife Ensemble for NCNN Versions
• Added Resize, an alternative to Upscaling meant for lower end GPUs and iGPUs.

Bugfixes / Improvements:

• Fixed issue in rifencnn
• Fixed issues with sub 1 second clips ( relative to their FPS )
• Added ensemble for GMFSS

Plans:

• Add Multithreadding ( seems nearly impossible without frame order missmatching )

Dropped the Idea of VFSS for the requirement of 4 frame inputs and the necessity of me to rewrite most of the logic in main.py.

Added Rife 4.6 for higher inference options. And added resize as an alternative for upscaling. I am looking for more and better ways of adding high performance upscalers.
