When Spark change https://issues.apache.org/jira/browse/SPARK-45762 is deployed (expected for Spark 4+), we will want a configuration to allow us to automatically set spark.shuffle.manager to the shuffle manager that corresponds to the configured shim, and default to the multi-threaded shuffle.

We should be able to add the configuration earlier than Spark 4+, and keep it internal.
