The purpose of this issue is to add ADPUPA prepBUFR scripts to the SPOC repository.

Two components are required as input to convert ADPUPA prepBUFR to IODA format:

A mapping YAML file
A Python script for the derived variables

Additionally, the following tasks need to be completed:

Build the backend
Compare low-level vs. high-level results
Compare GSI vs. IODA outputs
