Bug Description

Relates to #1415
Reading of Sentinel-1 observations fails over Australia. The Sentinel-1 data assimilation was developed during two projects over European domains (e.g. https://doi.org/10.5194/hess-26-4685-2022 and https://doi.org/10.1175/JHM-D-22-0198.1)

In a new application over an Australian domain, we noticed problems with the handling of local time.
@KUL-RSDA is working on the bug fix and will submit a PR.
