Add audit logs for each action on COSMOS

Description

A user can take various actions on COSMOS. Right now we don't track who took these actions and when. We want to enable audits so we can backtrack and also support metrics.

Implementation Considerations

• Performance should not be impacted because we are collecting audits.
• There should be a central audit module that can be invoked anywhere.

• Design doc on what audits are required
