Think it was released just last month, now renamed "PS Remote Play", works for PS5 as well.

It doesn't require the patch for me. And it does use internet but just for the first setup.
Make sure to have an ethernet cable connecting your PS4 and your laptop.
Connect your laptop to your internet through wifi or to your hotspot on your phone.
Then, while connected, sign in to PlayStation network.
Then choose your System you're connecting to.
(PS4/PS5)
Then, go to your PS4 network settings and connect through LAN to your laptop.
(Make sure to connect the LAN cable from your PS4 to your Laptop.)
Then after you connected to your laptop through LAN, you need to set up remote play. Then after you set up remote play on the PS4, you can turn off your wifi/hotspot. After that, from now on, you no longer need wifi/hotspot to connect through remote play.
Just turn on your laptop, turn on the PS4, Make sure that you have your PS4 connected to your laptop with the LAN cable, and also your controller with a USB cable to your laptop and then BOOM! It connects perfectly.

Sorry if this doesn't make sense. I have been told I don't do a great job at explaining things.
