On the Wemos D1 mini (recommended board), the build in LED on the wemos is on pin D4. This pin needs to be high for the onboard to be off.
The schematic has the LED on the board also on D4, however the pin need to be high for this LED to be on.
This, in effect, means that the LED on the board will be the opposite of the wemos LED.
Is this by design? Considering the availability of other (unused) pins on the Wemos.
