Key bindings try to bind multiple keys at once

This has been an issue for a while, I thought it was fixed but apparently not. To reproduce:

• go into game preferences, keybinds
• bind an emote to some chord, like Shift+R
• Chances are that function will also bind to Shift, and R, individually
• If you try to clear the binding it will clear one bind at a time

The UI isn't really set up to handle multiple bindings per function so this creates a lot of weirdness and frustration.
