I also have Toonhud installed and active.
I play with all settings on the highest, TF2's profile on my graphics card (radeon) has its settings set to high as well.

This is my gpu:

I installed this texture improvement pack last night. In order to do this I:

  • Browsed to .../steam/steamapps/common/Team Fortress 2/tf/custom
  • Made new folder, named Texture Improvement Mod
  • Dragged contents of .zip's "The-closest-thing-to-an-updated-version-of-TF2-TIP-master" folder into the Texture Improvement Mod Folder

Afterwords, I played a few Valve Server Matchmaking matches successfully. In these servers, I noticed very detailed normal maps on everything, except every other texture was still low resolution/vanilla. In community servers or map itemtest this is not the case.

I logged on and played a match or two this evening but after they concluded, any further match I tried connecting to quickly crashed my game to desktop. Loading models in any way before attempting a Matchmaking connection does not prevent the issue. Any insight into what I have done wrong or what can be done to better understand the issue would be appreciated.

This is not compatible on sv_pure 1 servers/valve servers.
