Suggestion: Option to turn off logging.

There have been problems CSUME creating huge logs due to spamming certain lines, which creates a lot of slowdown. For advanced users it might be nice to have the ability to turn off logging through UME.ini and/or command line.

• Prevents slowdown due to spam/bugs.
• Speeds up starting and closing of games (thrift messages delay closing).
• Might speed up slower machines
• No more piling up of log files
• Logging should be turned ON by default.
