Loading save states is broken in CSUME64/32 0.160 #375

Loading a state freezes the game. Tested in both Windows & Linux.

Loading works fine on the command line without -server argument. With the -server argument it hangs.

Occasionally it will load on the first attempt, but the 2nd or 3rd time you load it hangs.
