there is no clear mention in the article till the line 172 that the partner tenant admin should accept the invite using the URL before the target tenant admin proceed with creating the migration endpoint while this important as the authentication of the endpoint creation will keep failing if the invite was not accepted as shown in the following screen shot.
I didn't want to mention more details about the error in the article as this is out of the article context.
